Percival Springs Airport (2T2) – Rules and Regulations
1. General Administration, Ownership & Purpose

Access to and use of the facility is a privilege.

Drug-Free Campus: Percival Springs Airport is a strictly drug-free zone; the use, possession, or distribution of illegal drugs or prohibited controlled substances is forbidden anywhere on the airport grounds, including the runway, showgrounds, and campground.

Right to Deny Access: The Owner, Sheila Percival (217-994-6470), along with the Shareholders and Trustees of Percival Springs Inc., reserve the right to deny access, request immediate departure, or issue a permanent ban to anyone who fails to adhere to these rules, operates in a manner deemed unsafe, or violates the drug-free policy.

Purpose: These rules ensure the safety of diverse aviation activities (STOL, Ultralight, Paramotor, and EMS operations) and maintain a welcoming environment for pilots and guests.

Regulatory Compliance: This airport operates in an unzoned area; all pilots must comply with Federal Aviation Regulations (FARs) and these local rules.

Liability: All activities are conducted at the sole risk of the participant; the airport assumes no liability for damage or injury.
2. Flight Operations & Traffic Procedures

Hours of Operation: Officially open for daytime operations only, except for authorized EMS missions.

Runway Conditions: This is a turf facility. The Pilot in Command (PIC) is solely responsible for determining if the surface is safe.

Communications: Pilots must monitor and announce intentions on BOTH Effingham CTAF (122.725) and Percival Springs CTAF (122.9) when within 4 nautical miles.

Traffic Pattern: A standard left-hand pattern is in effect for all standard aircraft. Pilots must proactively accommodate slower aircraft like ultralights.
3. Runway 18/36 Operations

Surface Awareness: Use appropriate soft-field techniques on the 2,000 x 100 ft. turf runway.

Overruns: Non-standard 300-foot turf overruns are for emergency or safety use only.
4. EMS Helicopter Operations

Yielding: Any aircraft in the pattern or on the ground is expected to immediately yield when an Air Evac asset is active.
5. Showgrounds (Ultralight & Paramotor) Operations

Designated Area: The Showgrounds (east of the campground and pond) is the designated area for Ultralight and Paramotor activity.

Departure Rule: All takeoffs and low-level headings must be made in an arc from 000° (North) through East to 180° (South).

No-Fly Zone: Flight towards the RV Park, campground, or private entrance road is not permitted and can result in a permanent ban.
6. Ground Operations, Campground, & Visitors

Safety Protocol: Never approach a running engine or step on wings/lines.

Supervision: Pets must be on a leash (either physical or wireless), and children must be under close adult supervision.

Right-of-Way: Aircraft in motion always have the right of way over vehicles and pedestrians.
7. Commercial Activities

Insurance: Approved operators may be required to provide a Certificate of Insurance and name the airport as an additional insured.
8. Vehicle Traffic & Airport Access

Runway Access: Personal vehicles are not permitted on the runway or safety areas without an authorized escort.
9. Aircraft Maintenance & Clean Field Policy

Maintenance: Extensive repairs should be conducted inside a hangar.

FOD: All trash must be removed; hazardous waste dumping is strictly prohibited.
10. Emergency Procedures

Notification: Notify Sheila Percival or Management immediately (217-994-6470) of any incident or damage.
11. Drug-Free Zone Policy

Zero Tolerance: To ensure the safety of our aviation community, EMS crews, and families, Percival Springs Airport is a 100% drug-free environment.

Scope: This policy applies to all pilots, passengers, campground guests, and visitors across all movement areas, hangars, and showgrounds.

Safety Compliance: In alignment with Federal Aviation Regulations (FARs), any person suspected of being impaired while operating aircraft or equipment will be asked to leave immediately.
-
Consequences: Any violation of this policy is a violation of the safety boundary and could be subject to an immediate and permanent ban from the facility.

Airport Overview
